Bridges, roads, airports, the electricity grid, pipelines, food and fuel and water systems:  all of these are underfunded to some degree.  So are the myriad new arrangements, from satellites and ocean buoys to emission scrubbers and ocean barriers, required to keep abreast and cope with climate change.
